If I lived in the UK I would sign this in a heartbeat! Funding programs that help the blind and deaf is so important. Too often our society forgets about them.
Ari, you're sooo right. It seems that issues involving the blind and deaf have gone out of fashion in the media. When I was growing up there was some effort to spread awareness in children's programming and whatnot, and it seems that has fallen to the wayside. Not to mention issues of awareness and necessity in mainstream society.
